Добавили возможность настраивать паузы в задаче рассылки по чатам:

* Задержку между началом попыток в рамках задачи
* Задержку после завершения предыдущей попытки в рамках аккаунта
* Задержку после вступления в чат перед отправкой сообщения в этот чат
